The MTA recently awarded its 10th and final contract to complete the first phase of the Second Avenue subway—a feather in the cap for Nuria Fernandez, who oversees the megaproject for the agency. The agency’s massive, five-year, $24 billion capital budget—think storm repairs, East Side Access and the aforementioned Second Avenue subway—is in her wheelhouse, as is the Business Service Center, the MTA’s shared-services back-office processing center for things like payroll, timesheets and benefits. If you see something suspicious in the transit system and say something, chances are it’ll get back to Ms. Fernandez, 53, who also runs the agency’s sprawling security apparatus, covered by the agency’s $13.1 billion budget.
